While reading a story about a dope in new Mexico who was breaking into his ex's house and got his leg caught in the door I looked at the right side of the page where the online edition of the Los Cruces Sun-News showed some of their other online stories:

Pet licensing fee and microchipping sought
While celebrating the decrease in payroll taxes allowing people to have an estimated $33 dollars more every month they are also informing people that the city may be raising fees (taxes) for pet licensing and microchipping.
Meanwhile, the New Mexico legislature is looking at increasing the state tax on a pack of cigarettes by $1 (it is already at 91 cents). So if you are a pack a day smoker your taxes will go up by $30/$31 dollars a month., leaving 2 to 3 dollars a month to stimulate the economy. Unless you have a pet... then those extra dollars will go to license and microchip it.
What one hand giveth, the other taketh away.
